What we offer
At PJR Consultancy, we provide expert consultancy and strategic support to children’s residential care providers across England. With extensive senior leadership and regulatory experience, we work alongside organisations at every stage of their journey—from establishing new children’s homes to strengthening and improving established services.
Our consultancy is founded on the principles of the Children’s Homes (England) Regulations 2015, the accompanying Quality Standards, and wider statutory guidance. We support providers to achieve and maintain regulatory compliance while creating safe, nurturing and aspirational environments where children can thrive.
Our services include:
- New Provider Registration & Onboarding – Supporting organisations through the complete Ofsted registration process, including strategic planning, registration documentation, policies and procedures, Statements of Purpose, operational readiness and preparation for registration interviews.
- Operational Consultancy – Providing ongoing advice, guidance and practical support to established children’s homes, helping providers maintain compliance, improve quality and achieve positive inspection outcomes.
- Legislation, Governance & Compliance – Offering specialist advice on children’s home legislation, governance arrangements, regulatory responsibilities, safeguarding, quality assurance and organisational accountability.
- Responsible Individual (RI) Support – Professional Responsible Individual services or mentoring for existing RIs, ensuring effective oversight, governance and compliance with regulatory expectations.
- Regulation 44 Independent Visits – Delivering thorough, constructive and child-focused Regulation 44 visits that provide meaningful oversight, identify strengths and drive continuous improvement.
- Leadership Development – Coaching and mentoring Registered Managers, Deputy Managers and senior leaders to build confidence, strengthen leadership capability and develop effective management practices.
- Director & Operational Alignment – Bridging the gap between directors and operational teams by improving governance, communication, accountability and strategic oversight.
- Ofsted Readiness & Relationships – Helping providers understand regulatory expectations, prepare for inspection, respond effectively to enforcement activity where appropriate and build open, professional relationships with Ofsted.
- Manager Development & Professional Coaching – Supporting managers to expand their knowledge, strengthen decision-making, improve safeguarding practice and develop the leadership skills required to lead outstanding services.
At PJR Consultancy, we believe that regulatory compliance should never be viewed as the end goal. True success comes from creating cultures where children experience stability, safety, high-quality care and opportunities to achieve their full potential. Our approach is practical, collaborative and solutions-focused, working alongside providers to deliver sustainable improvement, strong governance and lasting positive outcomes for children.
Whether you are opening your first children’s home, expanding your organisation, strengthening governance or seeking experienced strategic leadership, PJR Consultancy provides the expertise, guidance and support needed to help your organisation succeed with confidence.
